摘    要:在社会经济快速发展、产业结构不断调整的大背景下,城市空间组织往往面临再构需求,同时也对交通体系结构提出新的要求。因此,亟须建立综合交通体系弹性规划方法与路径,研究在远期战略与近期建设间面向过程的连续性、弹性规划的技术思路。在梳理现状交通规划实际问题的基础上,通过分析城市空间组织与交通系统互动演变机理,提出城市—交通互动发展模型。以需求弹性为切入点,构建面向过程的综合交通体系弹性规划分析框架,明确弹性规划实施路径与核心要点。包括基于需求弹性的多层次规划协调机制、弹性项目库要素结构、动态监测及评估体系,以及城市—交通互动视角下的弹性项目库实施机制,从战略层面寻求面向过程的城市综合交通体系弹性规划路线。

Abstract:With the rapid development of social economy and the industrial restructuring, urban spatial or-ganization is required to be reconstructed somehow, which also subsequently influences urban transporta-tion system. It is necessary to develop a new method of flexible planning urban transportation system to promote the coordination between long-term strategy plan and short-term infrastructure construction needs. By discussing existing problems of transportation and the interactive evolution mechanism between urban spatial organization and transportation system, this paper develops a city-transportation interactive model. Focusing on flexibility of travel demand, the paper presents the process-oriented framework for implement-ing flexible planning to transportation system. The techniques and key elements of flexible planning in-cludes coordination among multi-level planning, key elements of flexible projects, dynamic monitoring and evaluation system, and the implementation mechanism. Moreover, the paper discusses the feasibility of implementing the process-oriented flexible planning framework from the strategic prospective.
