海事现场监管是通过及时搜集和掌握辖区通航环境安全信息,跟踪船舶遵守交通管理法规情况,发现并处理通航水域异常及船舶违法违规行为,实现主管机关对管辖水域通航环境的有效监控;是对管辖水域通航安全状况实施监督管理的一种重要手段。但目前海事监管中存在着“安全形势变化与监管技术需求不平衡不适应”的监管难题,无法在全天候、全辖区、全时段等条件下实现“看得见、看得远、看得清、看得准”的监管需求,而“互联网+”、5G技术、物联网IOT与人工智能、深度学习及数字孪生等新兴技术的出现,为这一难题提供科技解决方案。

The Application of Intelligent CCTV VIdeo Supervision in Maritime On-site Law Enforcement

Maritime on-site supervision is an important approach adopted by the administration for effective supervision of navigation environment and safety condition within the area under jurisdiction through collecting safety information in navigational environment,monitoring the observation of traffic rules by ships,identifying abnormal conditions within navigable water,and dealing with violations of laws and regulations by ships.However,the development of supervision technology does not match the trend of ever-changing safety situation,making it impossible to achieve the requirements of visibility,remoteness,accuracy and high quality under all-weather,all-time and all-area conditions.The emergence of new technologies,such as“internet+”,5G,IOT,artificial intelligence,deep learning,digital twin rising,etc.,has provided technological solutions for the issue.
