摘    要:随着我们国家从海洋大国走向海洋强国,航运规模持续提升,船舶对海洋造成的污染问题也日益凸显。目前,船舶污染物大多送岸处理,水岸双方对船舶污染物接收、转运、处置的监管方式方法比较陈旧,衔接不畅,存在二次污染的可能性。区块链技术的出现,可以更好地解决船舶污染物监管问题,能够如实、准确反映船舶不同种类污染物的产生数量、转移去向、最终处置等一系列信息和数据,更便捷地对船舶污染物进行跟踪溯源,真正实现全链条闭环管理。

Abstract:With the development of China toward a marine power and the expansion in the scale of the shipping industry,ship-induced marine pollution has become more and more acute.Presently,most of ship pollutants are disposed on shore.Due to the stale methods of control over the reception,transfer and disposal of ship pollutants between the ship and the shore as well as the insufficient connection between the two parties,possibilities of second pollution may exist.The block chain technology can solve the problem of ship pollutant control through genuinely and accurately reflecting a series of information and data on the quantity,destination and final treatment of various types of ship pollutants,so that ship pollutants can be tracked and traced in a more convenient way and close-circuit control can be realized along the whole chain.
