| 摘 要： | “ISM规则实施以来，单船事故率从2003年的0．1163下降到2007年的0．0468，有效地提高了我国水上船舶交通安全和防污染管理水平。”在6月11日召开的国际海事研究委员会ISM分委会2009年工作会的工作报告中，提到了ISM规则实施以来的显著成效。
