航标管理与维护能力评估体系的研究

文中以航标增长趋势为基础,采用定性分析与定量计算相结合的方法,通过对影响航标管理和维护能力的因素进行研究,建立了航标管理与维护能力评估体系,并以厦门航标处为例对评估模型进行了验证,在此基础上给出为满足航标管理质量承诺目标,以航标处为单位的管理部门应具备的主要软硬件设施指标,希望为全国航标近中远期的发展规划提供参考。

Research on the assessment system of management and maintenance capacity for aids to navigation

Based on the A-to-N growth and using the method of combining the qualitative analysis with the quantitative calculation,this paper introduces the research on the factors influencing A-to-N management and maintenance capabilities for establishing an assessment system of A-to-N management and maintenance capabilities.Such model is applied for trial and testing in the Xiamen Navigation-Aids Division,Shanghai MSA.The results accord with the practical investigations.To meet the quality management goal of A-to-N,this paper concludes that a navigation-aids division should have the main indicators of software and hardware facilities.The authors hope that the findings of the research are helpful for the long-term development plan of A-to-N.
