| Abstract: | To start with analyzing the relations of economic benefit, social benefit and environmental benefit in flood control, the paper defines the importance of realizing unity, coordination and integral advance and puts forward the working thinking and its countermeasure today when the ecologic imbalance, frequent calamity and environment problem have endangered the human life and development. |
