| 摘 要： | 我国过去几年的城市轨道交通项目PPP模式实践暴露出一些问题,引起社会普遍质疑。文章首先从PPP模式的内涵出发,阐述正确理解该模式的4点认识;然后通过分析我国城市轨道交通建设和长期运营存在巨额资金缺口的现实,以及PPP模式的融资特点,说明我国城市轨道交通项目采用PPP模式的必要性和可行性,并提出科学开展城市轨道交通项目PPP模式实践的建议,以期为此类项目的实施提供借鉴和参考。

| Abstract: | Some problems have occurred in the PPP mode practice of urban rail transit projects in China in the past few years,having aroused widespread social doubts.Starting from the connotation of PPP mode,this paper expounds four understandings of this mode.By analyzing the reality of huge capital shortage in the construction and long-term operation of urban rail transit in China,and the fi nancing characteristics of PPP mode,it explains the necessity and feasibility of using PPP mode in urban rail transit projects in China,and puts forward the PPP mode of scientific development of urban rail transit projects.The practical suggestions are expected to provide reference for the implementation of such projects. |
