长江水上交通安全预警管理运行机制研究

预警管理运行机制由预警模型、运行模式和绩效评价等构成,是预警管理的研究重点。针对长江水上交通安全预警现状,提出了基于指标预警和因素预警的综合预警模式。通过整合多信息来源的安全预警信息采集技术和信息发布技术,提出了预警信息整合平台的系统框架。最后,运用层次分析法,探讨了基于上级评价、自我评价和社会评价的绩效评价模型。

Early Warning Management Operation Mechanism for Traffic Safety in the Yangtze River

Alerting management operation mechanism is essential for alerting management,which consists of alerting modeling,operation mode and performance assessment.To deal with the waterway traffic safety alerting situation,this paper puts forwards a composite alerting model combined with alerting indicators and factors.Furthermore,it sets up a framework of alerting information operation by using multi-channel gathering technique and WEB.Finally,it discusses the performance assessment modeling based on superior-evaluation,self-evaluation and social-evaluation by using AHP mothod.
