Long-term effective solution to the overload transportation with economic lever

Authors analyze the cause, current situation and harm of the overload transportation chain,which is made up of cargo owner, conveyance, vehicle manufacturing and refitting factory driven by economic profit. Authors put forward a toll collection way based on the overall weight of vehicle and limited value of the axle load instead of the rated loading weight, and get long-term effective solution to the overload transportation with economic lever through differential treatment to show justice, progressive advancement and accumulated management. Authors also specifically illustrate the positive effectiveness and the wide application of the loading based toll collection practised in Jiangsu, Henan, Qinghai province and etc. But the precision, reliability and price of low speed dynamic weighting device need to be further discussed.
