| 摘 要： | 吸引并鼓励社会资本参与停车场的建设,推进停车场建设的产业化发展,是城市停车领域关注的焦点之一。在分析影响停车产业化发展因素的基础上,对路外停车设施的建设成本和相关政策效果进行了测算。结果发现,在现有的投资政策环境和经营条件下,各类停车场建设均难以吸引社会投资;除土地价格的因素,无论减免其他任何费用,都无法有效降低投资回收期、提高内部收益率。根据定量、定性分析结果,提出促进停车产业化发展的政策建议,以及阶段发展建议。
