The paper expounds construction strategies of the railway intelligentnetwork based on its development and characteristics.It is suggested in the paper that evolution from the overlapping network to the target network should be completed rapidly for the construction of the railway intelligent network,on which VPN operations of the railway intelligent network should be developed greatly,and the network construction of special railway communication should be solved by using resources of public railway network to save the costs of construction and maintenance and give full play to advantages of the intelligent network.
