Theory and Prictise on UMT Earlier Stage Engineering Management

In this paper, the project management on urban infrastructure is divided into three periods:the earlier stage, construction period and production period,which will be further divided into 8 stages: planning government approval, assessment, design, operation start, construction, completion, operation and safeguard. The progress of the earlier stage engineering management on urban mass transit is raised from the construction period.The management method of a bigger project is summarized from the practice of the management of Changsha mass transit.
