国际铁路联盟(UIC)标准化现状研究及合作建议

随着中国铁路走向世界,铁路标准国际化也成为必然趋势。国际铁路联盟(UIC)作为中国铁路长期合作的、具有一定国际影响力的国际组织,发布铁路相关的国际标准(IRS)。通过研究UIC标准化现状,阐述IRS与其他相关标准的关系,分析目前UIC标准化面对的重量不重质、站位不够高等7类主要问题,解读《UIC铁路标准化战略》中提出的重新设计UIC标准制定流程、标准化组织形式的优化解决方案,最终提出中国铁路进一步参与UIC国际标准编制的合作建议,主要包括积极承担UIC标准编制、提供经济高效的优质标准和学习借鉴。

Research on International Railway Union (UIC) Standardization and Advice for Cooperation

With China Railway becoming more and more international, the internationalization of China Railway standards is an inevitable trend. International Railway Union(UIC) is an organization with international influence and cooperates with China Railway for a long time. It publishes relevant International Railway Solution(IRS). This article analyzes the standardization of UIC and the relationship between IRS and other related standards by addressing seven main problems which UIC standardization is facing, such as quantity overweighting quality, standards short of authority, etc. The paper puts forward optimized solutions to redesign standardization process and framework, and offers suggestions to allow China Railway to further cooperate with UIC in railway standard establishment, improving standards quality and learning from UIC.
