Analysis for Investment Equity and Its Influence Factors of Urban Rail Transit Projects

Rail transit projects in city are costly public infrastructure and scarce resources. Investment in rail transit projects should abide by the equity principle and accomplish the purpose of universal service and sustainable development. This paper discusses the contents, characteristics and influence factors of investment equity of rail transit projects. The influence factors include transport function, benefits return and protection of disadvantaged groups. The basic ideas to ensure investment equity are proposed from the aspects of planning of rail transit projects, benefits return system, fare policy and public participation mechanism.
