探求城市应对暴雨洪水之道

针对城市遭受暴雨洪水袭击愈加频繁的状况,该文结合济南"七·一八"暴雨,分析了城市发生暴雨洪灾的原因,并借鉴国内外经验,提出城市防范和应对今后类似灾情的对策:一是科学选择城市发展用地,二是强调雨洪水利用和滞洪区规划,三是明确功能定位,构筑完善的防洪排涝排水体系,四是重视非工程措施建设,应对超标准洪水,弱化城市化带来的影响。
