关于“代建制”的探索与思考

“代建制”模式是国际上通行的工程建设项目组织实施方式之一，在我国最初提出时主要是针对政府投资项目。它的实施顺应了政府职能转变的需要，适应了专业化和社会化分工的需要，体现了建设管理体制改革与国际惯例的接轨，但代建制的法律地位及相应制度还有待规范，需进一步统一认识，培育代建市场，深化企业人事制度改革和分配制度改革，以适应建立现代企业管理制度的需要。

Exploration and Reflection of Acting Construction System

The ＂acting construction system＂ mode is one of organization and actualization means of the engineering construction project. Originally, it was proposed in China in allusion to government-invested projects. Its implement is conformed to the function transformation of government, adapts the specialization and socialization of work division, and incarnates the construction management system reformation＇s being in line with international tradition. But the legal status and corresponding system of acting construction system need standardization. It is needed to unify the views, foster market, as well as deepen the reformation of personnel system and distribution system of enterprise, so as to adapt the need of establishing the modern enterprise management system.
