| 摘 要： | 根据近年的相关研究和报道可知，限制速度不合理导致的城市交通问题在我国普遍存在，尤其是在一些高等级道路，部分交通条件较好的路段往往因限制速度偏低而导致道路资源浪费。目前国内大中城市中，成都和厦门等大城市已对限制速度调整进行了相关研究和实践，并取得了良好成效，但在大多数城市，限制速度不合理的问题仍广泛存在，如何科学合理地制定限制速度仍是城市交通运行、管理的一项重要课题。为了合理的制定城市道路限速值，提高道路通行效率和交通安全，以舟山市滨海大道工程为依托，在对各路段运行速度调研后，根据公路限速设计理论计算方法，确定限速值优化调整方案，验证了以设计速度作为限速值存在的问题和以第85%位车速作为城市道路限速值的理论依据。

| Abstract: | In order to reasonably formulate the speed limit value of urban road and improve road efficiency and traffic safety, based on the theoretical calculation method of highway speed limit design, this paper takes the optimization adjustment scheme of the speed limit value of Binhai Avenue in Zhoushan City as an example, verifies the existing problems of taking the design speed as the speed limit value and the theoretical basis of taking the 85% percentile speed as the speed limit value of urban road. |
