高速公路设计安全性评价实施与探索

摘    要:基于粤赣高速公路设计安全评价的实践,对设计阶段安全性评价的基本概念、实施程序、评价内容与评价方法等方面进行了探讨,指出了现有评价方法在查找潜在危险点方面存在的不足,提出了采用预测运行速度,结合国内外安全审计清单和高速公路运营实践的综合评价方法。并运用此方法,对运行速度、线形组合、超高与视距等重点内容的评价进行了详细阐述。最后提出了分层次的改善措施,用于减少设计阶段潜在的安全隐患。

Abstract:On the basis of the practices of safety evaluation of Yue-Gan Expressway, a deep discussion is made on concepts, procedures, contents, appraisal methods and so on in design phase. And then the disadvantages of existing evaluation method on locating the potentially hazardous situations are pointed out. In view of the disadvantages, the comprehensive evaluation method is suggested which adopts operating speed, and considers actual experiences of domestic highway safety designs and operations, and achievements in the study of highway safety~evaluation and check list abroad. Utilizing this method, the safety evaluation on operating speed, alignment, superelevation and sight distance are elaborated. In the upshot, the hierarchy measures to cut down the potentially hazardous situations at design phase are recommended.
