摘    要:目前我国城镇污泥处理技术逐渐成熟,污泥消纳成为了城镇污泥处理处置全过程的短板环节。其中,土地利用是一种资源利用型的污泥处置方式,而该方式的应用关键是在污染可控的基础上为植物生长提供适宜养分。此外,污泥土地利用是跨行业行为,目前国内尚缺乏全流程的技术和管理支撑。因此,着眼于污泥产物准入、施用到监管全流程,系统地梳理了污泥、农林、土壤等领域的标准规范;同时通过对比污泥产物质量标准对于不同控制指标的要求,基于植物养分和污染物控制需求,总结了污泥产物施用量的计算原则和方法;最后结合土壤质量管控相关要求,探索了污泥土地利用后的管控流程及方法。

Abstract:At present, the treatment technology of urban sludge is gradually mature in China. The sludge consumption has become the weakness in the overall process of urban sludge treatment and disposal. The land use is a kind of sludge disposal method based on resource utilization. The application of this method is the key to provide the proper nutrient to the plant growth on the basis of controllable pollution. Besides, the land use of sludge is the multi-industry action. At present, there is no the overall process of technical and management support in China. Therefore, concentrated on the overall process of admittance, application and supervision of sludge product, the standards and specifications for the sludge, agriculture, forestry, soil and other fields are systematically sorted out. At the same time, the requirements of sludge product quality standards for different control indicators are compared. Based on the demands of plant nutrient and pollutant control, the calculation principle and method of sludge product application rate are summarized. Combined with the relative requirements of soil quality control, the control process and method of sludge land use are explored.
