| 摘 要： | 芯片短缺正在全球汽车产业范围蔓延,阻碍全球汽车产业发展。我国汽车关键系统芯片进口率超90%,严重影响我国汽车产业链安全。通过梳理欧美日韩汽车芯片产业促进政策,总结了发达国家汽车芯片产业链发展历程、产业链发展框架和能力要素,包括税收、研究、设计、认证与测试、知识产权保护和投资要素,剖析我国汽车芯片产业面临的问题,提出了建立自主可控汽车芯片产业链的政策建议。

| Abstract: | The shortage of chips is spreading across the global automotive industry, seriously hindering the development of the global automotive industry. China’s import rate of automotive key system chips exceeds 90%, which seriously affects the safety of China’s automobile industry chain. By sorting out the automobile chip industry policies in Europe, America, Japan and South Korea, this paper summarized the development history of the automobile chip industry chain in developed countries and the industrial chain development framework and capacity elements, including taxation,research, design, certification and testing, intellectual property protection as well as investment, analyzed the problems faced by China’s automotive chip industry. At the end of this paper, several policy recommendations are put forward, for establishing an independent and controllable automobile chip industry chain. |
