从宏观角度分析了我国铁路现行体制上存在的弊端。根据我国建立社会主义市场经济体制的总要求，指出了我国铁路改革的总体目标，阐明了我 国铁路改革在政企分开，企业重构，市场经营以及投资体制，财务体制等方面的改革内容和着力点以及我国铁路改革的基本思路和框架。

Basic Conceptions of Railway Reforms in China

The disadvantages of the present system of the Chinese railways and its operational mechanism are analyzed macroscopically. In accordance with the general requirements for building up the market economy in China, the overall objective for the Chinese railway reforms is pointed out. The contents and focuses of the reforms in administration business separation, enterprise reorganization, marketing, investment and financial systems are discussed. Also discussed are the responsibilities, the power and the benefits that the state,the railway administrative departments and the railway enterprises should share in the construction of railways.
