Probing on the Good Experience for the Port Group Managing in the Foreign Countries

This paper introduces the experience of some organization for the port group management in a few foreign countries,among them there are the Port Authority of New York & New Jersey of America,ESPO and Japanese Transportation Ministry.By the daring practice,they summarizes a few experience,such as coordinating unitedly,cooperating widely etc.Also they puts forward a new train of thoughts of port group management plan and points out the importance of ensuring the autonomy of the ports' running.
