| 摘 要： | 在船舶安全管理体系中,船员是最基本、最活跃的要素.随着时代的发展,航运环境发生了巨大的变化,这给船员安全教育带来了新的挑战.文章从船员供给与船员队伍构成的变化入手,就学校教育、船员在职培训、满足船员合理的发展需求、以及规范管理的执行等.讨论了船员安全教育的特点与要求,以期促成大安全观的形成.
