高等学校科研经费管理中的问题与对策

高校是我国开展科学研究的一支重要力量.近年来,随着党中央、国务院增强自主创新能力、建设创新型国家的重大战略决策的顺利实施,高校承担的科研项目和筹措的科研经费均呈现大幅增长趋势,科研经费已成为学校重要的资金来源之一.科研经费管理在高校财务管理中的地位日渐突出.但是,部分高校由于对科研经费管理重视不够,缺乏完善的纵、横向科研经费内部管理制度,在科研经费管理和使用中仍然存在一些突出的问题.因此,必须进一步规范和加强高校科研经费管理,提高资金使用效益,确保高校科研工作健康发展.

Management Problems in University Research Funds and Corresponding Solutions

Universities are important forces in China to conduct scientific research activities.In recent years,with the important strategic decision being successfully implemented by Chinese government and the State Council to enhance the capability for independent innovation and to build an innovation-oriented country,research projects in universities and funds raised for scientific research both show substantial growth.Now research funds have become an important source of funds for universities.Accordingly,the position of research funds management in universities is increasingly important in universities' financial management.However,problems exist in the management and use of research funds in some universities due to insufficient attention to the management of research funds and lack of internal systems to manage research funds properly.Therefore,we must further standardize and strengthen the management of research funds in universities and improve the efficiency of utilization of funds to ensure healthy development of the research work in universities.
