北京市土地与交通协调发展规划实施研究

为实现＂城市土地与交通协调发展＂，达到交通供给与土地开发之间的动态供需均衡，除了制订科学合理的规划，还要保障规划有序实施。通过北京市城市交通拥堵与土地开发矛盾的关系解析，指出问题的症结既可能来自规划编制环节，也可能来自规划实施环节。在规划实施过程中，针对开发经营、城市管理和政策法规三要素，分别提出保障交通基础设施资源配置、统一规划、同步实施、一体化开发的对策建议；注重需求引导型城市管理、提高机构协调能力、发挥规划部门协调作用的对策建议；以及寻求各类政策法规相同的适用性和一致的实效性、建立公共交通法规体系的对策建议。
