PPP模式推动北京轨道交通发展

未来10年内，北京轨道交通将以每年40km的速度增长，到2008年轨道交通里程将达到300km，总投资超过600亿。随着我国经济的发展和体制改革的深入，政府单一投资已经难以满足轨道交通建设的需求，PPP（Public Private Partnership）模式作为近年来在国外基础设施领域新兴的一种项目运作方式逐渐受到广泛关注。现结合北京地铁4号线，分析PPP模式的定义和特点、实施的必要性、运用过程中要注意的问题等，由此阐明PPP模式有利于北京轨道交通今后的发展，同时可为我国轨道交通建设开辟一条切实可行的新路。

PPP Mode Pushing Forward the Urban Transit Development in Beijing

In the coming 10 years, the urban transit in Beijing will be increasing at an annual rate of 40km and reach a mileage of 300km by 2008 with a total investment of over RMB60 billion yuan. With the economic development and the deepening of the system reform in China, it will be quite difficult for the unitary investment by the government to satisfy the demands of urban transit construction. The mode of PPP Public Private Partnershipas one of the newly emerging forms of project operation in the aspect of foreign infrastructure has gradually drawn wide attention. In combination with the Beijing Subway Line 4, the paper analyzes the definition and characteristics of the PPP mode, the necessity of its implementation and the issues requiring attention in the course of application, further elaborates the idea that the PPP mode will be advantageous for the future development of the urban transit in Beijing and meanwhile open up a new practical and viable way for the urban transit construction in China.
