| 摘 要： | 铁路跨越式发展，要求加强建设投资管理工作。此阐述在铁路跨越式发展的形势下，要更新传统观念，完善现行的招投标和合同管理体系，加强项目勘察设计管理工作，加强设计咨询和施工图现场核对制度，建立健全投资管理监控体系，规避建设风险，强化变更设计管理，规范验工计价程序，统一招标采购，加强物资设备管理，加强监理单位的监控力度，加强人员素质的培养，努力做好建设投资管理工作。
