高速铁路项目施工成本管理的主要问题及对策

成本管理是企业生存发展乃至社会经济发展的根本需求。此文根据我国高速铁路项目建设反映在成本管理方面的实际情况和施工企业成本管理面，临的主要问题，剖析对造价影响较大的工程技术标准、工期、征地拆适配合、工费、材料费，机械使用费、临时工程、管理费及其它取费、设计变更包干费等具体事项，提出提升宏观成本控制管理的科技含量和加强施工单位内部的成本管理等解决思路，以期加强高速铁路项目建设成本管理，降低成本总量投入。

Main problems of construction cost management for high speed railway projects and countermeasure thereagainst

Cost management is the fundamental demand of survival and development of enterprises as well as social economy.Based on the practical conditions of high speed railway project construction reflected in cost management and the main problems faced by the cost management of construction enterprises,this article performs an analysis of specific items such as engineering technical standards,construction period,land acquisition and resettlement coordination,labour cost,material cost,machinery royalty,temporary works,overhead cost and miscellaneous cost and design change lump sum,this article proposes a solution concept for upgrading the science-technological content in macrocost management and improving the internal cost management of enterprises with a view to strengthening cost management of high speed railway construction and reducing the input of cost total.
