适应交通强国建设的平安交通发展战略研究

在交通强国建设背景下，为了科学制定平安交通发展战略，首先分析研判了我国当前安全生产所处的发展阶段及交通运输安全发展水平，然后以交通强国建设需求为导向，借鉴部分发达国家交通运输安全发展经验，研究提出了我国平安交通发展的中长期目标、策略及政策建议。研究结果表明：我国的安全生产目前总体处于事故稳步下降阶段，道路运输安全水平与发达国家相比有较大差距，水路运输安全水平与发达国家相比还存在一定差距；从当前到2035 年，我国交通运输安全发展将进入稳定好转期，到2035 年将基本建成交通运输安全生产治理体系，基本实现行业安全生产治理能力现代化，交通运输安全发展水平明显提升；从2035 年到2050 年，我国交通运输安全发展将进入持续好转期，到2050 年将建成完善的交通运输安全生产治理体系，实现行业安全生产治理能力现代化，交通运输安全达到国际先进水平。这一研究结果可为平安交通的建设提供规划指引，以适应交通强国建设的新要求。

Development Strategy of Safe Transportation to Adapt to the Background of Building China into a Country with Strong Transportation Network

In order to formulate the development strategy of safe transportation under the background of building China into a country with strong transportation network, the development stage of work safety and the current level of transportation safety in China were analyzed first. On the above basis, the medium and long- term goals, strategies and policy recommendations of safe transportation development oriented by the requirements of building China into a country with strong transportation network were put forward by referring to the experience of some developed countries in the development goals of transportation safety. The results show that the work safety of China is in the stage of the steady decline of accidents, there is a big gap of the road transportation safety level between China and the developed countries, and there is a certain gap of the water transportation safety level between China and the developed countries. From now on to 2035, the development of transportation safety in China will enter a stable and better period. By 2035, the governance system of transportation safety will be basically completed, the modernization of the governance capacity will be basically realized, and transportation safety level will be significantly improved. From 2035 to 2050, the development of transportation safety in China will enter a continuous improvement period. By 2050, a perfect governance system of transportation safety will be built, the modernization of the governance capacity will be realized, and the transportation safety level will reach international advanced level. The research results can provide guidance for safe transportation planning and construction to meet the new requirements of building China into a country with strong transportation network.
