从计重收费视角对中国高速公路发展阶段进行了划分,提出了高速公路＂后计重时代＂概念,总结了＂后计重时代＂高速公路发展的主要特征,认为＂后计重时代＂高速公路发展亟需解决的基础理论问题主要包括：新建项目的计重收费费率方案确定方法,客货车辆对收费额的合理负担比例问题,以及收费交通量预测方法及预测参数标定问题等。
