摘    要:随着5G“新基建”战略的部署和推进,我国积极开展铁路新一代移动通信应用技术创新方案及相关标准的研究工作。在此背景下,我国铁路通信相关部门深度强化国际交流合作,参与国际铁路联盟专门为未来铁路移动通信系统研究设立的FRMCS项目。介绍FRMCS项目的目标以及我国铁路参与项目研究的意义,阐述FRMCS的组织架构、工作机制及其在国际铁路通信相关标准制定工作中的角色和地位,重点围绕用户需求规范、功能需求规范、车载设备迁移方案等方面进行分析。探讨我国铁路车载通信设备的迁移方案,并梳理用户需求、功能需求及未来制定的系统需求之间的关系,最后阐述FRMCS项目的后续工作计划。

Abstract:With the deployment and promotion of China's 5G"New Infrastructure"strategy,the research work on the innovative solutions and related standards of the new-generation mobile communication application technology is carried out in full swing in China’s railway sector.On this background,the railway departments concerning communication in China have enhanced international exchanges and cooperation,and participated in the project of Future Railway Mobile Communication System(FRMCS)specially launched by UIC for the research on the system.This paper introduces the objective of FRMCS project and the significance of participating in the research of the project for China,expounds the organizational structure,working mechanism and the role and position of FRMCS in the formulation of relevant international railway communication standards,and makes a detailed analysis focusing on user requirements specification,functional requirements specification and onboard equipment migration scheme,etc.It discusses the migration scheme of onboard railway communication equipment of China,clarifies the relationship among user requirements,functional requirements and future system requirements,and finally elaborates the follow-up work plan of FRMCS project.
