| 摘 要： | 国家交通是国防交通的基础，是遂行国防交通任务的依托。结合冰雪灾害对国家交通造成的影响，从提升可靠度、优化配套度、提高结合度、确保完好度等4个方面提出了加强国防交通基础设施建设的措施和建议。对提高国防交通基础设施抗灾救灾能力，遂行战时国防交通保障任务具有积极的指导意义。
