| 摘 要： | 在制定城市公共交通一卡多用系统远景、使命、长期目标的基础上.对某城市公交AFC系统进行环境分析、战略匹配,并用定量战略规划矩阵进行宏观战略决策,表明交通一卡通方案应采取W-0战略,即适时技术改造原有公交AFc系统以适应系统的长远发展.在总体战略思想指导下提出了可行的技术方案集,运用模糊评价方法对技术方案进行微观评价,得出公交AFC系统升级改造,逐步换卡的方案为最优方案.
