铁路建设项目实施施工图审核相关难点的探讨

按照铁道部要求,2010年铁路建设项目施工总承包开始实施采用经审核合格的施工图招标,对施工图审核强化了规定,笔者近年来对多项铁路工程施工图设计及审核进行了组织实践,遇到了一些难题难点。采取合理划分工程总承包界面,梳理制约设计完整施工图的各种条件,及时梳理与有关部门文件的符合性、与相关工程之间的交叉及制约关系,加强行业设计院之间合作和交流,最大限度地统一铁路工程技术标准等措施解决了问题,项目成果达到了相关文件的要求,进入施工招标流程,笔者以改进施工图设计审核工作为目的,对取得经验予以总结并提出改进意见。

Discussion of Relevant Key Issues in Construction Drawing Examination of Railway Construction Project

As required by the Ministry of Railways since 2010,the construction drawings to be used in bidding and tendering for general contracting of railway construction project must pass the construction drawing examination prior to the bidding and tendering;and the requirement on construction drawing examination has been enhanced correspondingly.The author,through experiences in the organizations for a number of construction drawing designs and examinations of railway projects in recent years,has solved many key problems by using these measures as follows: rationally dividing the interfaces of general contracting of project,sorting various conditions which will dominate the design of complete construction drawing,ensuring the conformity with the documents stipulated by competent authorities,confirming the intersection and restriction with other related projects,enhancing the cooperation and communication among the design institutes in the same industry,and unifying the engineering technical standards as far as possible.With above-mentioned measures,these projects organized were able to meet the requirements of relevant documents and able to enter the bidding process.Finally,the author,for the purpose of improving construction drawing examination,summarizes the experiences and gives some improvement suggestions.
