| 摘 要： | 随着国家“放管服”工作的推进,特别是2018年国务院启动建设“全国一体化在线政务服务平台”工作,要求在2020年完成平台建设,实现地方政府和国务院垂直管理部门数据对接,原则上取消职能部门单独设立的服务大厅等措施,给海事政务服务工作带来挑战。笔者结合海事政务服务工作实际,分析存在问题与机遇,提出基于海事监管、政务服务和履行公约一体化改革顶层设计下的政务服务改革发展对策。
