| 摘 要： | 实施铁路跨越式发展战略以来,铁道部高度重视提高建设单位的管理水平,为促进建设单位发挥核心作用采取了一系列积极的措施。针对当前一些建设单位不善于发现问题、不敢于解决问题的突出矛盾,要以强化组织落实为抓手,切实发挥建设单位的核心作用,提高全路建设管理整体水平。

| Abstract: | Since the strategy of railway leap-forward development,MOR highly attaches importance of raising management level of construction units,and adopts a series of measures to promote construction units to exert their core effect.Aiming at solving the evident problems that some construction units do bad in finding and solving problems,we shall strengthen organizing and fulfillment,practically exert the core effect of construction units,and raise the overall level of national railway construction management. |
