| Abstract: | Based on the definition and applicability of BOT mode,the systematic analysis of the economic characters of UMT both inside and outside,the authors discusse the problems of BOT in UMT projects and come to a conclusion that the construction of UMT shall be carried on with the integration of government leadership and market operation. |
