试论有关"全球治理"理念的学术争论——兼谈国际非政府组织与全球治理之间的关系

“全球治理”理念是在冷战结束和全球化不断深化的大背景下产生的，也是对世界事务治理方式转变的新认识，但是迄今中外学术界对“全球治理”理念依然充满争论。然而，如果将其视为一种“结构”、一个“过程”和一项“分析架构”，那么“全球治理”理念还是有其相当的合理性。国际非政府组织的活动从一个侧面证实了“全球治理”理念的客观性和真实性。非政府组织作为新兴国际关系行为体，是全球治理目标的重要承担者。非政府组织通过参与全球治理的国际制度安排体现自身价值，从而映照全球治理的价值与发展趋势。

Controversy over Global Governance and the Relations between Non-government Organizations and Global Governance

Controversy surrounds the idea of global governance,which represents a new approach to managing world affairs and which didn't come into being until the end of the cold war and the development of globalization.The concept of global governance,however,justifies itself as a structure,a process or an analytical framework.The activities of international non-government organizations have,to some degree,proved the objectivity and reality of global governance.As bearers of new international relations,non-government organizations assume the responsibilities of global governance,manifest their values by involving in the arrangement of international systems,and thus projects the values and tendencies of global governance.
