| 摘 要： | 酝酿已久的《中华人民共和国防治船舶污染海洋环境管理条例》（简称《防污条例》）将于近期出台。该条例的出台,将对我国防治船舶污染海洋环境工作、实现“让海洋更清洁”的目标产生重要的意义和影响。为更深入全面地了解《防污条例》,便于下一步实施,本刊记者日前采访了交通运输部环保中心顾问、高级工程师、多年从事海洋环境保护和防止船舶污染水域监督管理工作的专家劳辉，请他围绕《防污条例》，谈一下自己的见解。
