| Abstract: | The article analyzes the relationship among the road limits,design speed and running speed,points out the fault and shortage of mechanically applying the design speed to limit the speed,puts forward the idea of applying the running speed to scientifically limit the speed,introduce the running speed concept to carry out the speed-limit design,and discusses the dynamic management method and measures. |
