高速公路引入专业管理公司运作模式探讨

针对目前我国高速公路管理中普遍存在着管理半径小、资源配置不合理、管理人员缺乏、专业管理水平低、管理效率不高,没有形成一套成熟、规范、高效的运作模式这一实际情况,提出了将高速公路管理作为一种生产要素进行社会化、市场化运作,通过引入专业管理公司培育高速公路管理市场,促进高速公路管理社会化和市场化水平,克服目前高速公路“一路一公司”管理模式下的弊端。

Discussing the introduction of operating pattern from specialized management company into expressway company

Recently the expressway companies in our country have encountered with many difficulties in their management, such as incomprehensive operating, immoderate resource collocation, lack of professionals, and ineffective management, without a practical and regular operating pattern. Discussion is made on how to put expressway management as production component into a socialized, and market-based level with introduction of specialized management and operation pattern, and thus these difficulties in such one-company-with-one-road, can be overcome accordingly.
