| 摘 要： | 地方海事行政执法是法律法规授权的具有独立主体的行政执法,也是地方海事机构的主要社会功能和赖以存在的价值所在。本文根据笔者多年来海事执法实践,对地方海事行政执法过程中存在的外在执法难问题进行了综合分析,并提出了相应对策。

| Abstract: | Local maritime administration and law enforcement are authorized by relevant laws and regulations, and has their own independent main body. It' s also the main social functions of local maritime administrative institutions and where their value lies. This essay is based on the writers' long-term practice of maritime laws enforcement, a synthetic analysis of outer difficulties existing in the procedures of local maritime administration and law enforcement is carried out and counter measurements are given in the end |
