| 摘 要： | 在回顾分析一般公路网合理发展规模确定方法的基础上,对影响收费公路合理规模的3个要素的地位和作用进行了分析,提出了收费公路合理规模确定的原则.结合收费公路的特点,从收费公路规划决策者和用户的角度,建立基于双层规划的收费公路合理规模优化模型.其中上层模型是从收费公路规划决策者的角度出发,优化收费公路规模,使得收费公路总效益最大化;而下层从用户的角度出发,采用随机用户平衡模型来描述用户的出行规律,合理安排出行者的出行路线.采用遗传-模拟退火算法混合优化策略对该模型进行求解,提出求解思路和步骤.并结合河南省收费公路合理规模确定实例,对模型科学性进行了验证.
