A note on highway capacity

This note shows that on a homogeneous, uninterrupted flow highway there can be three kinds of capacity for any location: one for acceleration flow, one for deceleration flow and another for stationary flow. It is the stationary (equilibrium) flow capacity that one should adopt as the ideal capacity of a roadway, as defined by the highway capacity manual.
