| 摘 要： | 经济形势的突变，使中国必须调整原先执行的调控政策，以扩大内需来满足经济增长的要求，抵御外部冲击。而提升大型基础设施的建设投资，在这方面则具有得天独厚的优势。最近，中央政府核准了包括铁路、公路及机场等一批基础设施建设项目。据了解，国务院近期批复的铁路投资额已经达到2万亿元，其中在建项目的投资规模超过了1．2万亿元。在全球性金融风暴不断升级、中国深受其累的背景下，中央政府的这一举措，表明政府面对新的国际经济格局，正在以加大投资力度的举措来拉动内需，以保证经济增长速度能够保持于一定的水平。
