| 摘 要： | 乌鲁木齐市外环路系统特性为全封闭、连接城市出口，且有较长的高架路段和隧道，一旦发生突发事件，会给事件的救助和处理带来较大的困难。目前其应急系统仍处于空白状态，故通过调查研究，找出乌市外环公路安全设施及应急系统方面存在的主要问题．并在此基础上建立一套适合该市实际的外环路系统的应急预案，以提高外环路系统突发公共事件的处理能力和水平．最大限度地减少突发公共事件的危害，是一项十分紧迫而重要的任务。

| Abstract: | The characters of outer ring road system in Urumqi are entire seal, connecting city exportation and longer quick section and tunnel. So, when accident happens, it is difficult to dealing with it immediately. At present, the emergency system is still at blank condition. A emergent plan for the city is given through researching on emergency system and finding out main problems in it. It is a urgent duty to rise the system lever at dealing with accident as soon as possible and maximum reducing harm caused by public events. |
