强化车间管理提升车间自管能力

路局直管站段后，生产车间逐步做大，车间的职能已从原来的单一生产型向复合管理型转变，如果车间还停留在以往简单、粗放的状态，将很难适应新体制、新形势的需要。因此，只有大力加强和改进对车间的管理，才能解决车间做大以后如何做强的问题，提升车间自管能力。

After railway administration is directly in charge of station and division, grass root production workshops are growing step by step and the function of workshops have being undergoing a transformation from originally unitary production type to multiple management type. If the workshops still stay in the status of simple and extensive management as before, they will be hard to meet the needs of new institution and new situation. Therefore, it is the only solution for strengthening the management of workshop and promoting their self-government to enhance and improve the management over the workshops.
