| 摘 要： | 国际航运发展综合试验区是一个新颖的概念,有着丰富的政策内涵.通过分析国际航运发展综合试验区功能机制,提出其功能布局的基本原则与规划路线.将国际航运发展综合试验区发展分为四个主要阶段,各个阶段具备不同的试点和示范政策.研究分析表明,国际航运发展综合试验区建设是一个动态过程,应循序渐进,根据国际航运发展进程不断完善其政策内涵.
