北京局集团公司铁路货运票据电子化作业问题研究

为提升北京局集团公司货运票据电子化工作质量,根据实际货运作业流程,按时间先后对需求提报受理、进货、装车承运、列车出发、途中作业、列车到达、卸车、交付等8个作业环节中常见货运票据电子化作业问题进行分析,阐述货运票据电子化作业问题类型,分析对货运票据电子化作业质量影响程度,提出计算货运票据电子化作业问题严重性的量化方法。针对北京局集团公司货运票据电子化作业情况进行量化计算,根据问题严重性得分,分析北京局集团公司存在的重点货运票据电子化作业问题,提出货运票据电子化作业质量提升对策,为铁路局集团公司货运票据电子化管理、货运信息化建设提供借鉴。

A Study on the Strategies to Improve Electronic Operation of Shipping Papers at China Railway Beijing Group

To improve the quality of the electronic operation of shipping papers at Beijing Group,according to the actual freight operation process,this paper studies and classifies the problems often occurring in the 8 operation steps by time:submission and acceptance of transaction demand,collection of the cargo to be shipped,loading,train departure,en-route operation,train arrival,unloading and delivery.This paper further puts forward a quantified calculation approach to decide the impact of the problems on the operation quality.To verify the proposed quantified calculation approach,this paper applies the proposal into the scoring of the problems at Beijing Group.To provide supporting evidence to Beijing Group in the management of its electronic operation of shipping papers and application of the information technology in its freight business,this paper also puts forward the corresponding solutions to the major problems.
