“公转铁”背景下铁路冷链运输发展对策

随着冷链物流需求和市场规模的快速发展,未来的冷链运输需求将不断增加。作为中长距离运输骨干方式的铁路运输,在我国冷链运输结构中占比不足1%,为提升铁路冷链运输市场占有率,在阐述我国冷链运输发展现状、组织模式的基础上,分析在“公转铁”背景下我国铁路冷链运输发展现状及制约发展的问题,提出促进铁路冷链运输发展的策略,即:完善技术装备与基础设施,创新冷链运输服务模式,优化运输组织流程,加大政策扶持与监管力度等,以促进中长距离冷链运输“公转铁”,优化铁路冷链运输服务体系。

A Study on the Development Strategies of Railway Cold Chain Transportation with the National Transport Restructuring Policies

With the rapid growth of the cold chain logistics industry,the demand for cold chain transportation will continuously increase.However,as the backbone of medium and long-distance transport,the railway only accounts for less than 1%in China's cold chain transport market.To increase railway's market share,based on an overview of the cold chain transport development focusing on the organization mode and an analysis of the railway cold chain transport development focusing on the issues that have been slowed its growth,this paper puts forward the strategies to facilitate faster development:improving technical equipment and infrastructure,innovating the cold chain transport service model,optimizing the organization process,and strengthening policy support and supervision.These measures are expected to help replace road with the railway in cold chain transport while improving railway cold chain logistics.
